A compliance complaint (SN-0432-99/00) was filed by parents of a San Francisco Unified School District special education student. The District was found out of compliance with IDEA 97. In order to correct the noncompliance, the California Department of Education has ordered the District to notify staff of the following Education Code 56346(a).

No pupil shall be required to participate in all or part of any special education program unless the parent is first informed, in writing, of the facts that make participation in the program necessary or desirable, and of the contents of the individualized education program. If the parent does not consent to all the components of the program to which the parent has consented shall be implemented so as not to delay providing instruction and services to the pupil.
