SFUSD & UESF Announce Tentative Agreement for a 16% Compensation Package over Three Years

The San Francisco Unified School District (SFUSD) and the United Educators of San Francisco (UESF) announced today that they have reached a tentative agreement in contract talks, including a total compensation package increase of 16 percent over three years for teachers, paraprofessionals, and other educators represented by UESF.

“We want our students to have the best professionals teaching and supporting them. This agreement is one important step in our ongoing commitment to attracting and retaining talented educators,” said Superintendent Dr. Vincent Matthews. “Our revenues are slowing and our expenses are growing so this represents a financial stretch for the school district but we can make this work as long as we’re willing to make other sacrifices and work together to find additional revenue.”
"We believe we were able to reach this agreement because thousands of dedicated educators have let the District know how much their students mean to them and how increased compensation and improved teaching conditions will help keep us in San Francisco, doing the work we love, said Lita Blanc, President of United Educators of San Francisco. “In addition to providing educators their urgently needed raises, we are pleased that this agreement includes clearer protocols around school safety and supports for student discipline, prioritizing professional development in key areas such as restorative practices, and also establishes parent participation in several joint union-district committees. Working together to secure additional revenues through a local ballot measureis the critical next step towards funding the schools that all San Francisco students deserve."

The details of the compensation agreement are as follows:  

  • Eleven percent (11%) is an ongoing base salary schedule increase over a three year period, beginning in 2017-2018 school year. One percent (1%) of the aforementioned 11 percent increase is linked to and derived directly from repurposing of the Quality Teachers and Education Act (QTEA) Professional Development hours and Impact & Innovation Awards.
  • An additional on-going two percent (2%) parcel tax add-on will be applied, contingent upon successful passage and implementation of a ballot measure that will provide the District with additional revenue for educator compensation.
  • Three percent (3%) is a one-time off the schedule payment. Two percent (2%) of the foregoing will be made in 2017-18 in one installment. One percent (1%) of the foregoing will be made in 2018-19 contingent upon passage of the ballot measure.
  • This agreement is contingent upon previous and future support of San Francisco voters. The Quality Teacher and Education Act (QTEA), passed by voters in June 2008, will provide revenue to support a portion of the raise to all UESF members. The intent of QTEA is to provide funds to support teacher salaries, professional development and resources for technology and innovation.

The San Francisco Unified School District (SFUSD) and the United Educators of San Francisco (UESF) have been in formal contract negotiations since February 2017. To finalize the tentative agreement, UESF members and the San Francisco Board of Education will need to vote to approve the new contract.
