English Learners Advisory Committee (ELAC)

BYLAWS (2004-2006)

  1. THE NAME of this committee shall be the Abraham Lincoln High School English Learners Advisory Committee.

II. OBJECTIVES The objectives of the ELAC shall coordinate with State and Federal guidelines and be consistent with policies of the local school board. Objectives are as follows:

Section 1. To advise the school regarding the planning, budgeting, implementation and evaluation of the EIA/LEP program and the development of the School Site Plan as it relates to ELLs (English Language Learners) and bilingual programs.

Section 2. To conduct the school's needs assessment for ELLs.

Section 3. To make parents aware of the importance of regular school attendance for their children.

Section 4. To give and/or receive training and training materials appropriate to assist parent members in carrying out their responsibilities.

 

  1. MEMBERSHIP

 

Section 1. COMPOSITION. Membership in this ELAC is open to:

 

    1. Parents of ELLs shall constitute 20% of this committee in at least the same percentage as ELLs represent of the total school enrollment.
    2. Other members of the school community. These may include other parents, school staff and/or residents of the school's attendance area.

 

Section 2. ELECTION

 

1. MEMBERS. All members shall be elected by the parents of ELLs and other members of the school community. Election procedures and terms of office shall be consistent with district policy.

 

2. ALTERNATES. At least 1 alternates for parents of ELLs and 1 alternates for other positions will be elected for each term of office.

 

Section 3. TERMINATION OF MEMBERSHIP. Membership shall terminate for any member who is absent from (three) consecutive meetings unless that member sends a written message to the chairperson giving good cause for his or her absence. The committee, by affirmative vote of two-thirds of all the members of the committee, may suspend or expel a member.

 

Section 4. SEATING MEMBERS. Newly elected members shall be seated at the election meeting which will be held in September or October depending on the district's instructional calendar.

 

Section 5. SEATING ALTERNATES. An alternate may be seated in place of an absent committee member. Any seated alternate shall have voting power for the meeting at which she or he is seated.

 

Section 6. VACANCY. Any vacancy on the committee shall be filled for the remainder of the unexpired term through appointment of a duly elected alternate. If the composition of the committee falls below legal requirements and no alternates are available, vacancies for the unexpired term may be filled by appointment of the chairperson upon the majority vote of the remaining members.

 

  1. OFFICERS

    Section 1. The officers of the committee shall be Chairperson, Vice Chairperson, Secretary and such other officers as may be deemed desirable. The officers shall be elected by the convened committee.

     

    Section 2. DUTIES. The duties of the officers shall be:

     

    Chairperson: Sign letters, plans, EIA/LEP budget, reports and other communications as directed the the committee. Prepare an agenda for each meeting with the ELL/Bilingual program resource teacher and be willing to preside at the meeting. Call special meetings as needed.

     

    Vice Chairperson: Assume the duties of the Chairperson during her/his absence; perform such other duties as may be assigned by the Chairperson or by the committee.

     

    Secretary: Receive and handle all mail addressed to the ELAC. Keep a current roster of committee members including address and telephone number; keep minutes and sign-in sheets for all meetings.

     

    Section 3. TERM FOR OFFICERS. The term for each office shall be from election to the seating of new members following a new election.

     

  3. MEETING AND QUORUM

    Section 1. REGULAR MEETINGS. Regular meetings will be held on the Wednesday of every other month. At the request of the Chairperson, the meeting schedule may be changed (either day or time) by a written notice one week in advance of such meeting. There shall be no fewer than four meetings per school year.

     

    Section 2. NOTICE OF MEETINGS. Members shall be notified of regular meetings in writing and this notice shall be delivered either personally or by mail not less than five days. Agenda and notices for each meeting shall be posted in a central conspicuous, and regular place at the school at least 72 hours in advance.

     

    Section 3. SPECIAL MEETINGS. Special meetings may be called by the Chairperson or by majority vote of the members.

     

    Section 4. MEETINGS OPEN TO SCHOOL REPRESENTATIVES. All regular and special meetings of ELAC and of its standing or special committees shall be open at all times to interested representatives of the school community.

     

    Section 5. CONDUCT OF MEETINGS. All meetings of the ELAC shall be conducted in accordance with Robert's Rule of Order.

     

    Section 6. QUORUM. No decisions can be acted without a quorum present. A simple majority of the membership present shall constitute a quorum with 24% proportional representation of parents of ELL participants and non-ELL parent participants.

     

  5. DUTIES OF COUNCIL MEMBERS

 

It shall be the duty of all council members to:

 

  1. Atttend all meetings.
  2. Accept positions as officers or subcommittee members when so appointed or elected unless unable to carry out the duties enrailed.
  3. Participate in inservice training in order to be informed and to carry out reponsibilities as a member of the ELAC.
  4. Be knowledgeable of all programs in the school and the needs of ELLs.
