ELPAC TRAINING AND CERTIFICATIONS:

INITIAL ELPACAdministration requires annual attendance at the August TC meeting for the Initial ELPAC group tested domains. Staff may administer the group domains ONLY if trained by an authorized TC. As per state rules, no prior year's trainings are applicable. 

Initial ELPAC Phase II Link to this section

INITIAL ELPAC PHASE II: 

Non Non-newcomer schools administer both group domains AND  3-12, 1:1 domains. A Phase II Designee is assigned by site administrator via this Designee ASSIGNMENT FORM - After designee is assigned, they  attend an orientation meeting where they learn how to become certified to test.  Orientation information will be provided once Designee is assigned. Beginning in 2-26-27, Phase II designees will only need to train and administer the speaking domain for 3-12 grade students. District Examiners will come monthly for K-2 administration. The primary TC will coordinate effective scheduling with the Examiner.

Summative ELPAC

The January Test Coordinator Meeting: 

This meeting authorizes administration of and staff training for the Summative ELPAC group tested domains. District Examiners will administer the 1:1 parts (K-2 all and 3-12 speaking). Prior year's training and Initial ELPAC training are NOT applicable for 2026-27 Summative ELPAC.

Alternate ELPAC

Alternate ELPAC

Alternate ELPAC is assigned via IEP team determination and SEIS specification in the Statewide Assessments section. It is administered by a teacher (usually the Case Manager) who works regularly with the student and requires annual certification using the Moodle training platform. 

 

*INITIAL ELPAC: ADMINISTERED THROUGHOUT THE YEAR AND  HAS TWO PHASES: PHASE I:  August - October 31, Administration of Initial ELPAC (managed by Testing coordinator).  -    PHASE II:  November - EOY (managed by testing coordinator and Phase II designee) Note: TC and PH II designee can be the same person or the PH II designee can be another staff member monitored by the TC. 

SUMMATIVE ELPAC: ADMINISTERED FEBRUARY - MAY, ANNUALLY         

ELPAC Administrator/Examiners must be SFUSD employees who:

  • Are fluent in English.                              
  • Have received 2026-27 ELPAC Administration Training from Achievement Assessments Office or the school's test coordinator. (Initial and Summative ELPAC are comprised of two separate trainings. One does not count for the other.)
    • Phase II designee must have supplemental 1:1 certification/s for applicable domains of Initial ELPAC
  • Signed a Test Security Affidavit in the TOMS testing platform
  • Alternate ELPAC examiners must be SFUSD teachers
