AB 2555 changes how California English Learners (ELs) are reclassified as English proficient. Effective September 27, 2026, students qualify based on ELPAC results: Overall Performance Level 4 on the Summative ELPAC or Level 3 on the Summative Alternate ELPAC. The law also strengthens progress monitoring, family engagement, data reporting, and alternate pathways for eligible students with IEPs.
