ExCEL Expanded Learning Programs

The mission of our ExCEL Expanded Learning Programs is to create and sustain "safe havens" at public schools where students and community members can access expanded learning opportunities and integrated education, health, social service, and cultural programs in our afterschool and summer programs.

SFUSD's ExCEL Expanded Learning Programs office contracts with over 25 Community Based Organizations (CBOs) who act as Qualified Lead Agencies to lead after school programs at all elementary, TK-8 and middle schools, as well as two high schools.  

Every few years SFUSD opens a Request for Qualifications (RFQ) process,  and principals select a CBO from the list of Qualified Lead Agencies to manage the program at their site.   Find the list of  ExCEL Lead Agencies currently serving SFUSD schools on the ExCEL HUB website.

The ExCEL Expanded Learning Programs office does not typically contract directly with other providers for site-based services, but each Lead Agency is able to subcontract with other agencies as needed to provide enrichment programming and other types of services.   

The ExCEL team reviews subcontractor requests to make sure they conform with contractual requirements, and either denies or approves the subcontract.    Beyond that process we do not centrally manage subcontracts or enrichment offerings for each site's program.
