Dr. James Harrell serves as Associate Superintendent of Human Resources in the San Francisco Unified School District.
Dr. Harrell most recently served as the Chief of Human Capital Management for San Antonio ISD, launching a registered teacher apprenticeship program and significantly improving teacher staffing levels. Previously, they worked at Oakland Unified School District, WestEd's California Comprehensive Center, and Houston Independent School District.
Dr. Harrell graduated from Carnegie Mellon University with a bachelor’s degree and Harvard University with a masters and doctorate.
