SFUSD Bond Program Citizens' Bond Oversight Committee (CBOC)

The SFUSD Bond Program Citizens' Bond Oversight Committee (CBOC) is enacted by a California law requiring oversight of public school bonds. The CBOC is charged with reviewing the spending of Bond funds and report their findings to the general public. Committee members who represent a variety of interests are appointed by the Board of Education to two-year terms. Meetings are open to the general public. Meeting agendas and minutes are posted on this website. The CBOC is required to follow the Brown Act.

The agenda for the next regular or committee meeting will be posted 72 hours before the meeting is scheduled to occur. Agendas for special meetings are posted at least 24 hours in advance.

CITIZENS’ BOND OVERSIGHT COMMITTEE (CBOC) MEETINGS ARE HELD IN PERSON WITH OPTION FOR THE PUBLIC TO OBSERVE THE MEETING VIRTUALLY

    1. Informational Presentation: SFUSD CBOC Orientation from John Palmer, Orrick LLP
  4. Action Item: Elect a CBOC Chair and Vice Chair.  
    1. Background: On March 21, former Chair Ann Hsu resigned from her position as the CBOC Chair when she was appointed to the Board of Education, resulting in Vice Chair Rex Ridgeway stepping in as an interim Chair. On November 3, former interim Chair Rex Ridgeway stepped down from the CBOC. Per the bylaws, the CBOC needs to nominate and elect a Chair and Vice Chair.
  5. Approval of CBOC Meeting Minutes: 2022-10-03 CBOC Meeting Minutes
  6. Public Forum: This is an opportunity for members of the public to speak on an item not on the agenda but is within the subject matter jurisdiction of the Committee. Speakers will be provided one (1) to three (3) minutes each and the 10 minute period will be divided evenly between those wishing to address the committee. As a reminder, California law limits Committee members’ ability to discuss comments or attempt to answer questions during the public comment time on items not on the agenda.
  7. Action Item: Vote on whether to include Richard Rothman’s and Rex Ridgeway’s Opinion Letter, submitted on October 2, 2022, as an attachment to be submitted with the Resolution re: ACCEPTANCE OF THE FINDINGS OF THE Fiscal Year (“FY”) 2019-2020 ANNUAL PERFORMANCE AUDIT REPORT OF THE 2006/2011/2016 PROPOSITION A FACILITY BOND FUNDS,which was adopted on October 3, 2022 by a majority of the CBOC.
    1. Background: On October 3, 2022, CBOC voted on the Resolution to accept the FINANCIAL AUDIT REPORT AND ANNUAL PERFORMANCE AUDIT REPORT OF THE 2006/2011/2016 PROPOSITION A FACILITY BOND FUNDS. At the meeting on October 3, 2022, Rex Ridgeway on behalf of himself and Richard Rothman read a dissenting opinion.
  8. Discussion Item: CBOC members to discuss the Draft Revised Bylaws submitted by Bylaws Sub-Committee members Jamie Querubin and Rex Ridgeway
    1. Background: CBOC members have proposed amending the current bylaws, revised as of January 11, 2018

Members

The San Francisco Unified School District (SFUSD) Independent Citizens’ Bond Oversight Committee (CBOC) members as follow:

  • Kimia Haddadan - Ms. Haddadan is the Senior Housing Policy and Legislative Planner with the San Francisco City and County Planning Department who focuses on community planning and development, policy analysis, affordable housing policy, community benefits agreements, public space policy and development. Ms. Haddadan is appointed as a member At Large (appointed May 25, 2021).
  • Margaret (Meg) Kammerud - Ms. Kammerud is an attorney and general counsel of a high growth cybersecurity startup. She is a parent/guardian of a child enrolled in the district and active in a PTO (appointed October 11, 2022).
  • Laurance Lee - Mr. Lee is a licensed general contractor and have been attending CBOC meetings regularly over the past two years. He is active in a taxpayers’ organization and a business organization, and is a representative of the immigrant community (appointed October 11, 2022).
  • Lex Leifheit - Ms. Leifheit is the Senior Business Development Manager for San Francisco's Office of Economic and Workforce Development. In this capacity she supports San Francisco's nonprofit sector through policy development, direct assistance, real estate and capacity investments. Ms. Leifheit is a parent of two children enrolled in SFUSD. She is active in a PTO and active in the environmental community (appointed May 25, 2021).
  • Bree Mawhorter - Ms. Mawhorter is the Chief Finance Officer of the Office of Community Investment and Infrastructure (OCII). She is a parent of two children enrolled in SFUSD and is active in a PTO (appointed May 25, 2021).
  • Ericka Moreno - Ms. Moreno brings over twenty years of public school construction experience, including school bond construction. Ericka lives with her family in the Excelsior. She is a parent/guardian of a child enrolled in the district and active in a Parent Teacher Organization (PTO), and representative of the immigrant community (appointed October 11, 2022).
  • Jamie Querubin - Ms. Querubin is the Finance Manager at the Treasure Island Development Authority (TIDA), which is dedicated to the economic development of the former Naval Station at Treasure Island. She is also responsible for administering vital municipal services to Treasure Island and Yerba Buena Island. Ms. Querubin is appointed as a member At Large (appointed May 25, 2021).
  • Richard Rothman - Mr. Rothman is a retired member of the Service Employees International Union (SEIU) Local 1021 and is a member of their Senior and Disability Committee. He is also active in other senior citizens' organizations and is an advocate for the disabled community (appointed May 25, 2021).
  • Kimberly Thai - Ms. Thai has an M.A. in Organization and Leadership, is the former Executive Director of Bright Horizons, and she lives in the Mission. She is a parent/guardian of two children enrolled in the District and is active in a PTO (appointed October 11, 2022).
  • Quincy Yu - Ms. Yu has a master’s degree in Finance, has owned several small businesses throughout her career, and has been deeply engaged with SFUSD’s governance. She is active in a business organization and is a former SFUSD parent (appointed October 11, 2022).

SFUSD Bond Program Citizens' Bond Oversight Committee (CBOC) Application Form

Thank you for your interest in serving on the SFUSD Citizens’ General Obligation Bond Oversight Committee.

State law and the SFUSD CBOC Bylaws identify "seats" on the CBOC to ensure a balanced representation of interests.

Please submit an application to confirm your eligibility for a recommendation to the SFUSD Board of Education on the CBOC's appointment.
