CITIZENS’ BOND OVERSIGHT COMMITTEE (CBOC) MEETING

Wednesday, November 10, 2021 – 12:00 p.m.

 

SFUSD COMMITTEE  MEETINGS ARE VIRTUAL
DURING COVID-19 PUBLIC HEALTH EMERGENCY

During the period of COVID-19 shelter in place, and in accordance with Ed. Code 89305.6 and Govt. Code 54953, all members of the CBOC and District Staff will join the meeting via phone/video conference. No teleconference locations will be posted. The District will make every effort to ensure availability of requested accommodations and services to allow real time participation.

 To Make Public Comment on Agenda Items: the Chair will introduce the item and call for speakers, and staff will indicate who will be speaking next.

    This is an opportunity for members of the public to speak on an item not on the agenda but is within the subject matter jurisdiction of the Committee. Speakers will be provided one (1) to three (3) minutes each and the 10 minute period will be divided evenly between those wishing to address the committee. As a reminder, California law does not allow Committee members to discuss comments or attempt to answer questions during the public comment time on items not on the agenda.

The Citizens’ Bond Oversight Committee is subject to the Ralph M. Brown Act and other open meeting provisions.

Public attendance and comments are welcome at the meeting.

SFUSD Bond Program Citizens' Bond Oversight Committee (CBOC)

The SFUSD Bond Program Citizens' Bond Oversight Committee (CBOC) was formed in 2004 under the terms of State Proposition 39, following the approval of Prop A 2003. Among the requirements of State Proposition 39 are a specific listing of proposed sites where funds will be spent, a description of the improvements that will be made and the establishment of a Citizens' Bond Oversight Committee to review the spending of Bond funds and report their findings to the general public. Committee members who represent a variety of interests were approved by the SFUSD school board. Committee members are appointed to two year terms. Currently, there are seven members on the committee. The CBOC meetings schedule is as posted until a set schedule is available to review progress of the Bond Program. The meetings are open to the general public. CITIZENS’ BOND OVERSIGHT COMMITTEE (CBOC) MEMBERS

The following members of the San Francisco Unified School District (SFUSD) Independent Citizens’ Bond Oversight Committee (CBOC) were appointed on May 25, 2021:

  • Ann Hsu, Chairperson - Ms. Hsu is a parent/guardian of two children enrolled in SFUSD and active in a PTO. She is a representative of the immigrant community.
  • Rex Ridgeway, Vice-Chairperson - Mr. Ridgeway is a parent/guardian of a child enrolled in SFUSD and active in a PTO. He is a representative of the African-American community.
  • Kimia Haddadan - Ms. Haddadan is the Senior Housing Policy and Legislative Planner with the San Francisco City and County Planning Department who focuses on community planning and development, policy analysis, affordable housing policy, community benefits agreements, public space policy and development. Ms. Haddadan is appointed as a member At Large.
  • Lex Leifheit - Ms. Leifheit is the Senior Business Development Manager for San Francisco's Office of Economic and Workforce Development. In this capacity she supports San Francisco's nonprofit sector through policy development, direct assistance, real estate and capacity investments. Ms. Leifheit is a parent of two children enrolled in SFUSD. She is active in a PTO and active in the environmental community.
  • Bree Mawhorter - Ms. Mawhorter is the Chief Finance Officer of the Office of Community Investment and Infrastructure (OCII). She is a parent of two children enrolled in SFUSD and is active in a PTO.
  • Jamie Querubin - Ms. Querubin is the Finance Manager at the Treasure Island Development Authority (TIDA), which is dedicated to the economic development of the former Naval Station at Treasure Island. She is also responsible for administering vital municipal services to Treasure Island and Yerba Buena Island. Ms. Querubin is appointed as a member At Large.
  • Richard Rothman - Mr. Rothman is a retired member of the Service Employees International Union (SEIU) Local 1021 and is a member of their Senior and Disability Committee. He is also active in other senior citizens' organizations and is an advocate for the disabled community.

State law and the SFUSD CBOC Bylaws identify "seats" on the CBOC to ensure a balanced representation of interests.

Please submit an application to confirm your eligibility for a recommendation to the SFUSD Board of Education on the CBOC's appointment.
