Expanded Learning Opportunities Program (ELO-P)

• The ExCEL / ELO-P Program Manual includes updated language related to ELO-P guidelines. 

• The ExCEL Enrollment Packet provides information you can customize to align with your agency’s guidelines. These forms are the basic components that MUST be in your agency’s enrollment packet.  (Find translated versions in this folder). 

• Expanded Learning Reasonable Accommodations guidelines from SFUSD’s Special Education department.

On March 10, 2026 the Board of Education approved SFUSD’s updated Expanded Learning Opportunities Program Plan.  

The Expanded Learning Opportunity Program (ELO-P)  will provide funding to offer ExCEL after school and summer programs across all SFUSD elementary, middle and K-8 schools, through contracts with Community Based Organizations, selected by principals annually from a list of SFUSD ExCEL Qualified Lead Agencies.
