SFUSD Bond Program Citizens' Bond Oversight Committee (CBOC)

The SFUSD Bond Program Citizens' Bond Oversight Committee (CBOC) is enacted by a California law requiring oversight of public school bonds. The CBOC is charged with reviewing the spending of Bond funds and report their findings to the general public. Committee members who represent a variety of interests are appointed by the Board of Education to two-year terms. Meetings are open to the general public. Meeting agendas and minutes are posted on this website. The CBOC is required to follow the Brown Act.
The agenda for the next regular or committee meeting will be posted 72 hours before the meeting is scheduled to occur. Agendas for special meetings are posted at least 24 hours in advance.

CITIZENS’ BOND OVERSIGHT COMMITTEE (CBOC) MEETINGS ARE HELD IN PERSON WITH OPTION FOR THE PUBLIC TO OBSERVE THE MEETING VIRTUALLY

Public Comment:
Members of the public may address the committee on items that are not on the agenda but within the Committee’s jurisdiction. Speakers will be provided one (1) to three (3) minutes each and the 10-minute period will be divided evenly between those wishing to address the committee. As a reminder, California law limits Committee members’ ability to discuss comments or attempt to answer questions during the public comment time on items not on the agenda. Members who address the committee and wish for their comment to be recorded in the meeting minutes may email a written summary up to 150 words to iberril@sfusd.edu.

The San Francisco Unified School District (SFUSD) Independent Citizens’ Bond Oversight Committee (CBOC) members as follow:
- Margaret (Meg) Kammerud - Ms. Kammerud is an attorney and general counsel of a high growth cybersecurity startup. She is a parent/guardian of a child enrolled in the district and active in a PTO (appointed October 11, 2022).
- Laurance Lee - Mr. Lee is a licensed general contractor and have been attending CBOC meetings regularly over the past two years. He is active in a taxpayers’ organization and a business organization, and is a representative of the immigrant community (appointed October 11, 2022).
- Jamie Querubin - Ms. Querubin is the Finance Manager at the Treasure Island Development Authority (TIDA), which is dedicated to the economic development of the former Naval Station at Treasure Island. She is also responsible for administering vital municipal services to Treasure Island and Yerba Buena Island. Ms. Querubin is appointed as a member At Large (reappointed March 07, 2023, effective May 05, 2023 to May 04, 2025).
- Richard Rothman - Mr. Rothman is a retired member of the Service Employees International Union (SEIU) Local 1021 and is a member of their Senior and Disability Committee. He is also active in other senior citizens' organizations and is an advocate for the disabled community (reappointed March 07, 2023, effective May 05, 2023 to May 04, 2025).
- Quincy Yu, Chair - Ms. Yu has a master’s degree in Finance, has owned several small businesses throughout her career, and has been deeply engaged with SFUSD’s governance. She is active in a business organization and is a former SFUSD parent (appointed October 11, 2022).
- Gloria Berry - Ms. Berry is a parent of an SFUSD teacher and grandparent of an SFUSD student, runs a business in San Francisco, and is representative of the disability community (appointed November 14, 2023).
- Kawthar Duncan - Ms. Duncan is a parent of an SFUSD student, active in a Parent Teacher Organization, a former SFUSD employee, and is representative of an immigrant community (appointed November 14, 2023).
- Emily McGinley - The Rev. Emily McGinley serves as the Senior Pastor of City Church San Francisco, where she leads with a commitment to building community through practices of anti-racist values, serving the city, and eating food together. She brings experience in organizational leadership, fundraising and budget management, and community organizing. Rev. Emily is a proud parent of a SFUSD student (appointed November 14, 2023).
- Patrick Wolff - Mr. Wolff is a private investor and a Chartered Financial Analyst; he is also a chess Grandmaster and was twice US Chess Champion, in 1992 and 1995. He has been deeply engaged in SFUSD policy and governance for over three years. He and his wife have two children, who both attended elementary school and middle school. Mr Wolff is active in a San Francisco business organization and taxpayers' organization (appointed November 14, 2023).
- John Jersin - Mr. Jersin has served as a board member, founder, executive, and CEO at several companies which have helped millions of people leverage their education to find jobs. As Vice President at LinkedIn he launched nation-leading diversity initiatives to remove bias at thousands of companies. He is a parent of two young children, and is an active member of the environmental community (appointed February 12, 2024)

SFUSD Bond Program Citizens' Bond Oversight Committee (CBOC) Application Form Link to this section
Thank you for your interest in serving on the SFUSD Citizens’ General Obligation Bond Oversight Committee.
State law and the SFUSD CBOC Bylaws identify "seats" on the CBOC to ensure a balanced representation of interests.
Please submit an application to confirm your eligibility for a recommendation to the SFUSD Board of Education on the CBOC's appointment.
