SFUSD Bond Program Citizens' Bond Oversight Committee (CBOC)
The SFUSD Bond Program Citizens' Bond Oversight Committee (CBOC) is enacted by a California law requiring oversight of public school bonds. The CBOC is charged with reviewing the spending of Bond funds and report their findings to the general public. Committee members who represent a variety of interests are appointed by the Board of Education to two-year terms. Meetings are open to the general public. Meeting agendas and minutes are posted on this website. The CBOC is required to follow the Brown Act.
The agenda for the next regular or committee meeting will be posted 72 hours before the meeting is scheduled to occur. Agendas for special meetings are posted at least 24 hours in advance.

CITIZENS’ BOND OVERSIGHT COMMITTEE (CBOC) MEETINGS ARE HELD IN PERSON WITH OPTION FOR THE PUBLIC TO OBSERVE THE MEETING VIRTUALLY

- Public Forum: This is an opportunity for members of the public to speak on an item not on the agenda but is within the subject matter jurisdiction of the Committee. Speakers will be provided one (1) to three (3) minutes each and the 10 minute period will be divided evenly between those wishing to address the committee. As a reminder, California law limits Committee members’ ability to discuss comments or attempt to answer questions during the public comment time on items not on the agenda.

Members
The following members of the San Francisco Unified School District (SFUSD) Independent Citizens’ Bond Oversight Committee (CBOC) were appointed on May 25, 2021:
- Rex Ridgeway, Interim-Chairperson (Vice Chairperson) - Mr. Ridgeway is a parent/guardian of a child enrolled in SFUSD and active in a PTO. He is a representative of the African-American community.
- Kimia Haddadan - Ms. Haddadan is the Senior Housing Policy and Legislative Planner with the San Francisco City and County Planning Department who focuses on community planning and development, policy analysis, affordable housing policy, community benefits agreements, public space policy and development. Ms. Haddadan is appointed as a member At Large.
- Lex Leifheit - Ms. Leifheit is the Senior Business Development Manager for San Francisco's Office of Economic and Workforce Development. In this capacity she supports San Francisco's nonprofit sector through policy development, direct assistance, real estate and capacity investments. Ms. Leifheit is a parent of two children enrolled in SFUSD. She is active in a PTO and active in the environmental community.
- Bree Mawhorter - Ms. Mawhorter is the Chief Finance Officer of the Office of Community Investment and Infrastructure (OCII). She is a parent of two children enrolled in SFUSD and is active in a PTO.
- Jamie Querubin - Ms. Querubin is the Finance Manager at the Treasure Island Development Authority (TIDA), which is dedicated to the economic development of the former Naval Station at Treasure Island. She is also responsible for administering vital municipal services to Treasure Island and Yerba Buena Island. Ms. Querubin is appointed as a member At Large.
- Richard Rothman - Mr. Rothman is a retired member of the Service Employees International Union (SEIU) Local 1021 and is a member of their Senior and Disability Committee. He is also active in other senior citizens' organizations and is an advocate for the disabled community.

SFUSD Bond Program Citizens' Bond Oversight Committee (CBOC) Application Form
Thank you for your interest in serving on the SFUSD Citizens’ General Obligation Bond Oversight Committee.
State law and the SFUSD CBOC Bylaws identify "seats" on the CBOC to ensure a balanced representation of interests.
Please submit an application to confirm your eligibility for a recommendation to the SFUSD Board of Education on the CBOC's appointment.
