Dear SFUSD Community,
I am grateful to share with you that we have reached a tentative agreement with the United Educators of San Francisco (UESF) that honors our educators.
Please be advised that all SFUSD schools and work sites are open to staff only on Friday, Feb. 13, 2026 as a transition day. Staff should report to their regular work sites.
Per the district academic calendar, schools and offices are closed for Presidents Day on Monday, Feb. 16, and schools are closed for Lunar New Year on Tuesday, Feb. 17. SFUSD schools will reopen to all students and resume normal operations on Wednesday, Feb. 18.
I recognize that this past week has been challenging. Thank you to the SFUSD staff, community-based partners, and faith and city leaders who partnered with us to continue centering our students in our work every day.
I am so proud of the resilience and strength of our community. This is a new beginning, and I want to celebrate our diverse community of educators, administrators, parents, and students as we come together and heal.

Independent Study Materials
As of today, over 2,655 Independent Study packets have been delivered to community sites and programs around the city. You can visit your local library to print your packet free of cost. SF Public Libraries will be open during their regular hours, which you can find on their website. Children under the age of 8 must be accompanied by a responsible adult. Libraries also have Inclusion Toolkits available at their sites. Digital Independent Study packets are available 24/7 at sfusd.edu. If you have questions about the Independent Study packets, please review these FAQs.
Food Distribution
Today, DCYF distributed 765 breakfast meals from 14 sites and 1625 lunches across 30 sites. Tomorrow, Feb. 10, DCYF will be delivering 1065 breakfasts across 19 sites and 2080 lunches across 42 sites. Here is a list of DCYF food distribution sites throughout the city for children 18 and under. Here’s a map that shows where these sites are located.
In addition, access to weekly groceries from community food pantries and home-delivery sponsored by the SF Marin Food Bank can be found at their website.
Students Served Today at ExCEL Programs
2,000 off-site student program spaces were available and approximately 1000 students attended a program today. Some of these community-based organizations that normally operate after school programs at SFUSD schools are offering student programs at off-site locations, including enrichment, homework support, recreation and meals. Access is limited and spaces will be prioritized for TK-6th grade students who meet certain criteria. Please read carefully to determine if your children are eligible and contact the Community Based Organization directly, to determine if there is capacity to support your student. 143 additional students were at other programs.
Temporary Childcare for Children Under 5
The Department of Early Childhood (DEC) is working with licensed early care and education programs citywide to provide temporary care for families with children under 5 enrolled in SFUSD TK or preschool during the strike. School Activities and Athletics Cancelled While Schools Closed
All CIF games and athletic matches are cancelled during any school closure. While school sites are closed, all athletic-related activities–middle school, K-8 and high school–are cancelled and all competitions will be counted as “no contest.” In addition, any previously scheduled field trips are cancelled.

Negotiations Updates (Dr. Su’s 2/9/26 Press Conference)
We fully recognize the urgency of reaching a full agreement as quickly as possible. We realize that every day matters for students and that we need to find a swift resolution. The two sides met earlier today for productive conversations, which resulted in important progress toward an agreement. Negotiations are taking place this evening. Negotiations Updates (Video Message from Dr. Su)
We remain committed to negotiating with our labor partners. We will continue to pursue a win-win proposal that provides fiscal certainty for the district by matching spending to available resources, while delivering compensation directly to educators. Our current proposal reflects the needs of all educators and keeps the district on a clear runway to exit state oversight. It is responsive to United Educators of San Francisco’s stated priorities, authorized by the Board of Education, and aligned with the findings of the recent neutral fact-finding report.
Our district bargaining team and I met with UESF on Saturday to try to reach an agreement. UESF provided a counter-proposal at the session, and SFUSD offered a comprehensive package as a response. The package included provisions that met UESF’s request for a two-year term and included a salary increase that is equivalent to 6% over two years and a health benefits allowance of $24,000/year. This recommendation is sustained by the neutral third-party fact-finding report.
The district proposed to implement UESF’s proposal of a workload model for special education as a pilot program at five school sites through June 30, 2028. Additionally, the district accepted UESF’s proposal on housing, sanctuary policies and regulation of artificial intelligence.
SFUSD and UESF came to a tentative agreement on sanctuary policy. While this represents considerable progress, UESF ended negotiations Saturday at 9:45 pm.
UESF has agreed to return to the bargaining table at noon on Monday, Feb. 9, 2026. We will continue to work to reach a deal.

High School Students
CCSF Dual Enrollment Students
For the approximately 800 high school students who are taking a Dual Enrollment CCSF course (online, at a CCSF campus, or at their own high school), CCSF courses will continue next week while schools are closed. Students are encouraged to attend these courses. For courses that normally meet in an SFUSD building, nearby alternate locations are being provided by CCSF. Students should check their SFUSD email and their CCSF email for the most current information and updates. Students should also be sure to check their Canvas accounts and reach out directly to their instructor for any support on keeping up with their course responsibilities. We appreciate our partnership with CCSF and their ability to pivot and maintain learning continuity for our students.
In addition, students enrolled in TRST Credit Recovery courses—either online or at the CCSF Mission campus—will continue with their current schedules, and classes will remain unchanged.
Mission Bay Hub Program Students
The Mission Bay Hub program courses will not be happening while schools are closed.
High School Credit Recovery Classes
All High School Credit Recovery (HSCR) classes, including evening, Saturday and asynchronous courses, will be paused while SFUSD schools are closed. Students can continue to work on assignments that are already posted and/or are available to them. The HSCR program and schedule will be adjusted accordingly so that students will be able to earn their credits. Classes scheduled for tomorrow (Saturday, February 7) will take place as scheduled.
Family Resources
I know this situation is distressing for families and will have a significant impact on students. We are working with the City of San Francisco and various community-based organizations (CBOs) to gather resources. We will continue to send out notifications to families as we finalize plans, and all updates will be posted to the Family Resources section on SFUSD.edu.

Dear SFUSD Community,
Last night, our bargaining team met with United Educators of San Francisco (UESF) and presented a written proposal, as the union had requested. Our proposal includes the following to put money directly in the pockets of educators:
- Increase affordability of family healthcare offerings: SFUSD offered two options to fully fund single and single plus dependent healthcare coverage. UESF can either opt for 75% of family healthcare at the Kaiser rate or an annual health benefits allowance of $24,000 for each full time educator.
- Augmenting salaries for all paraeducators
- Addressing Special Education workload with a focused pilot program
- Providing 6% raise over 3 years (2% each year for next 3 years)
- Potential fund balance bonus for all SFUSD employees in addition to the salary increases for 2027-2028 school year. Read more about how fund balances and reserves work.
This is a win-win proposal— the district gets fiscal certainty because it only spends money it knows it has and educators get money directly in their pocket. This proposal takes into account the needs of all educators and provides the district with a runway to stabilize its finances.
Our proposal is responsive to UESF’s priorities, is authorized by the Board of Education, and is substantiated by the recent neutral fact-finding report.
Unfortunately, UESF rejected our offer and declined to provide a counter-proposal. We proposed meeting today at 9:00 am. UESF declined and did not attend this morning’s session. They have offered to meet with SFUSD’s bargaining team next at 2:00 pm on Saturday, Feb. 7, 2026 but stated that they would not be bringing a counter-proposal.
The district welcomes UESF’s counter-proposal at any time. In order for negotiations to move forward, we need UESF to return to the table and engage in continued discussion. The clock is ticking. Every minute counts. Our students and families deserve to know we are negotiating in good faith throughout the day, not waiting days to reconvene.
I want families to know how deeply we value our educators and how committed I am to avoiding a strike. While I am disappointed that these negotiations did not result in an agreement, my team and I are prepared to continue bargaining through the weekend.
Schools are open today, Friday, Feb. 6. However, If UESF chooses to proceed with a strike on Monday, families and the community should prepare for schools to be closed on Monday.
We are actively working on a plan to make grade-level instructional packets (digital and paper versions) available for students and families, and will share more information about this later today.

As I shared with you this morning, the San Francisco Unified School District received notice from United Educators of San Francisco (UESF) of their intent to strike on Monday, Feb. 9.
I want you to know how deeply we value our educators and how committed I am to avoiding a strike. I share the concerns this news may bring to families. My top priority is reaching an agreement with our labor partners while also preparing to support students and families should there be disruptions to the school day.

Today at 5:00 p.m., we will be meeting with UESF to continue negotiations. We will be presenting a proposal that addresses many of our educators’ priorities, including fully funding family healthcare and offering wage increases that are sustainable for the district. I am hopeful this will be a meaningful and productive conversation, and we will continue working around the clock to reach an agreement. I also want to acknowledge that everyone in these negotiations has the best interest of our students in mind.
In order to prepare for all contingencies, the Board of Education has already approved an emergency resolution that authorizes me to make operational decisions if a strike were to occur. This allows us to plan responsibly for possible disruptions to the school day, including the possibility of school closures, should they become necessary.
Our planning is focused on four key areas:
- Learning continuity, so students can continue their education as smoothly as possible
- Student safety and support, including coordination with community-based organizations, the Department of Children, Youth and Their Families (DCYF), and the City’s youth violence prevention efforts, with special attention to students with the greatest needs and those most underserved
- Security and operational planning for our schools and work sites
- Staff guidance and staffing plans to support school operations
While closing schools is always a last resort, it’s a very real possibility. My decision to do so would be guided by three key criteria:
- Maintaining safe and appropriate student-to-staff ratios
- Our ability to provide Free Appropriate Public Education (FAPE) to students with Individualized Education Programs (IEPs)
- Our ability to maintain safe, hygienic, welcoming, and supportive school environments for students and staff

Dear SFUSD Community,
Today, we received an independent fact-finding report issued as part of our collective bargaining process. The report provides neutral, expert recommendations intended to help both parties work toward a fair and financially responsible agreement.
To be clear, I do not want a strike.
The fact-finding report is a credible third-party analysis that affirms the District’s financial position. With this report in hand, I remain hopeful that UESF will return to the bargaining table and we can avoid any disruption to student learning. Our goal continues to be to keep SFUSD students in classrooms.
The report found that:
- A 9% wage increase combined with full dependent health benefits, which UESF has requested, is not budget-neutral and would likely be rejected by the state.
- UESF did not meet its burden of proof to demonstrate that the district has sufficient unrestricted resources to pay for the requested increases.
- Despite progress toward improved certification, SFUSD remains under state oversight, making a conservative fiscal approach necessary.

Now that we have this report, it is time for us to sit down with the UESF bargaining team to reach an agreement. However, if our labor partners decide to strike, we must be prepared.
At Tuesday night’s board meeting, the Board of Education approved an emergency resolution that grants emergency authority to the Superintendent in the event of a strike. This morning, I launched the Emergency Operations Center (EOC) to centrally coordinate our planning and response to a possible strike. The EOC includes leaders that play a critical role in providing student instruction and support and District operations, and will include a coordinated information team to promote transparency and consistent communications with families, staff, and students.

Dear SFUSD Community,
Tonight the Board of Education will hold a special meeting at 5:00 p.m. to consider an important step in the strike planning process.
At this meeting, the Board will consider a resolution to grant emergency authority to the Superintendent in the event of a strike. This action is focused on preparedness and is intended to ensure the district can respond quickly to protect students and maintain safe, orderly school operations if needed.
I sincerely hope I never need to use the policies in this resolution – but we have to plan to be ready if a strike does occur.
Our goal continues to be to avoid a strike and keep our children in classrooms where they can continue to learn and be supported. I remain hopeful that our labor partners will return to the bargaining table so that we can avoid any disruption to student learning.

The resolution recognizes that a large-scale absence of staff due to a strike could create an emergency. Student safety and learning continuity remain our top priorities. However, the financial impact is also significant, we may lose between $7-10 million per day in funding if we have to close schools. As a district, we will have to operate differently to lessen the impacts on our students, families, and district finances.
Under state law, the Board may temporarily delegate certain authorities to the Superintendent so the district can act swiftly during such an emergency. Examples of this kind of authority include adjusting schedules, deploying emergency staffing, securing facilities and services, and taking other operational steps required to respond to rapidly changing conditions. If this authority is approved, I will follow up with more information and next steps.
This is an important procedural step in the strike planning process – but it’s also one that displays the severity of the moment we are in. It’s incredibly rare for the Board of Education to be put in the position to consider granting this kind of emergency authority.
I want to be clear: my priority is to reach an agreement with our educators and keep our students in school where they belong. Tomorrow (Feb. 4) when the neutral fact-finding report is released, it will create a moment of real opportunity where hopefully our educators come back to the table and we can work through the remaining issues to keep our classrooms open.

Our goal is to keep our children in the classroom where they belong. I am writing to share today’s update on our ongoing efforts to keep schools open and achieve an agreement with United Educators of San Francisco (UESF), our teachers' union.
As of today, SFUSD does not have an agreement with UESF and continues to negotiate in good faith with our labor partners.
Current Proposal and Contingency Planning
Right now, SFUSD has put forward a 3 year “stability package” to address UESF’s top priorities, which includes:
- Fully paid family health benefits provided by the District
- Augmenting salaries for hard-to-staff special education paraeducators
- Addressing special education workload with a focused pilot program
- Providing 6% raise over 3 years (2% each year for next 3 years)

On Feb. 3, 2026, the Board of Education will meet at 5:00 pm to take action on an emergency resolution to enable the District to engage in planning in the event of school closures during a Special Meeting. At this time, SFUSD is reviewing and analyzing data to determine how to put in place a plan that prioritizes learning continuity and student safety.
Statewide Advocacy
SFUSD is not alone in experiencing this moment of uncertainty. We support our educators, and school districts throughout the Bay Area and across the state are facing similar fiscal pressures. In the Bay Area, we’ve seen strikes in West Contra Costa County and Oakland. On Sunday, educators in the Los Angeles Unified School District voted to authorize a strike, and San Diego teachers are also planning to strike. The challenges we are navigating are not unique to San Francisco.
I’ve joined Superintendents from major urban school districts across the state to thoughtfully advocate for more funding for our public schools. In December, we made a formal request to Governor Newsom and elected leaders in the legislature urging them to address structural funding gaps.
Today, superintendents from school districts across California jointly released an open letter calling for state funding for public education. Our advocacy is centered on protecting student learning and school stability, while advancing reforms that make California’s school funding system more sustainable over time.

Dear SFUSD Community,
We know many of you are closely following the ongoing negotiations between our district and United Educators of San Francisco (UESF).
We are disappointed to share that we did not reach an agreement with UESF after today’s fact-finding session (part of the formal bargaining process). SFUSD remains committed to negotiating in good faith with our labor partners and to reaching an agreement that honors our educators while also balancing the need to be fiscally responsible.
Our goal is to have a stable district. We want to reach an agreement that supports our valued educators. However, we must also be able to afford the agreement long-term so that we can continue serving students now and in the future.
Our bargaining team explored creative ways to meet UESF’s top priorities and provided a 3 year “stability package”. This included:
- Identifying a fiscal pathway for the District to FULLY FUND family health benefits
- 6% raise over 3 years (2% each year for next 3 years)
- Salary rate augmentations for hard-to-staff special education paraeducators
- Solutions to address special education workload with a focused pilot program
Despite the District’s creative suggestions, UESF did not offer any counter, and terminated our Fact Finding session at 4:30 p.m. I want to be clear about what this means for our students and schools.
We expect a neutral report from the Fact Finding Chairperson in the next few weeks. At that time, if UESF rejects the district's final offer and chooses to strike, SFUSD intends to meet our legal obligation to provide 180 days of instruction.
At this time, schools remain open unless families are notified otherwise. Schools will be in session on Monday, January 26, 2026.

Fact Finding: Process and Next Steps (Additional information)
Today we engaged in fact-finding, a formal step in the bargaining process that must be requested through the Public Employee Relations Board (PERB). In this process, the district and the union each appoint a panel member, and PERB appoints a neutral chair to lead a three-member panel.
The panel reviews information from both sides using legal criteria and may issue non-binding recommendations for settlement. The district and the union may continue negotiating during this process. If no settlement is reached within 30 days of the appointment of the panel, the chairperson of the panel is responsible for preparing a written report, setting forth their findings based on the statutory criteria and their recommendations for settlement.
Once the fact-finding process concludes, and if no final agreement is reached, the district can impose its last, best, and final offer, and the union can choose whether to strike.

Dear SFUSD Community:
I want to update you on recent news regarding our district’s contract negotiations. On Wednesday, Dec. 3, 2025, United Educators of San Francisco (UESF) – which represents our teachers, paraeducators, substitutes, counselors, nurses, social workers, and other educators who work in SFUSD – held a strike authorization vote. I want to clarify what this means.
A strike authorization vote gives the union’s leadership permission to call for a strike vote if they believe it becomes necessary. A strike authorization vote does not mean that a strike is underway or that one will occur at this time.
I deeply appreciate our educators for their unwavering dedication, compassion, and commitment to helping every student learn and thrive. SFUSD provided historic raises to our educators in the most recent agreement to be competitive, attract and retain talent. We are committed to negotiating with our labor partners in good faith. At this time, we have reached an impasse in our current negotiations and the district and UESF will be moving into a Fact-Finding Process.
Due to our elevated fiscal situation, the California Department of Education (CDE) holds the authority to override any financial decision that could compromise the district’s financial stability. We have already made significant progress towards stabilizing the district, we cannot afford to fall back. As a community, we cut $114 million from our budget in order to keep classrooms fully staffed this year. But we are not out of the woods yet. Facing a second round of painful budget cuts for next school year, our goal is to arrive at a sustainable agreement that supports our educators and maintains a stable learning environment for students.
Our students deserve a strong and financially stable school district, and I recognize that recent developments may cause concern. Keeping you informed is my top priority.
