Learning Continuity Plan for Independent Study During a Strike
This plan outlines learning opportunities for students during a strike. To establish learning continuity during a strike, SFUSD students will be offered Independent Study in the event of school closures according to their grade-level. Please see below for additional information and instructions on how to qualify for Independent Study.
Independent Study Contract:
To qualify for Independent Study during school closures due to a strike, students will need to complete and submit a short-term Independent Study Contract.
Accessing Materials
Independent Study materials will include five (5) days of independent study work and practice in both English Language Arts and in Math during school closures related to a strike. Learning materials will be made available on our website if there is an official announcement of school closure.
Students with Extensive Support Needs: For caregivers and families of students with extensive support needs, here is a link to a letter with additional information and resources.
Student Print Materials:
We recognize some families may not have access to digital tools/equipment. Printed packets are for your child to complete independently. Here is a link to sites where packets will be delivered.
- Worksheets will include a mix of activities to address reading, writing, language and math skills for your child’s grade level.
- Your child may complete this Reading Log to track their daily independent reading.
Digital Materials and Resources:
This document describes how to access supplemental digital materials your child has as part of their SFUSD digital backpack.

2 - Student Support (Food Distribution)
The site list for free meals for youth under age 18 and information on this page is accurate as of Monday, Feb. 9, 2026.
DCYF and its community partners will provide free breakfast and/or lunch for all youth ages 18 and under if SFUSD schools are closed.
Youth are expected to take all meals home, and lunches are meant to be eaten right away. At some locations, breakfast may be given to take home and eat the next day. If breakfast is taken home, families should store it safely until it is eaten.
Meals are available for youth ages 18 and under on a first-come, first-served basis. To pick up meals, youth or a parent or caregiver will need to provide the child’s name, grade, and school. DCYF may offer more food support if the strike lasts beyond Wednesday, Feb. 11, 2026.

During a strike when SFUSD buildings are closed, ExCEL Community Based Organizations operating after school programs at SFUSD schools are offering student programs at off-site locations, including:
Enrichment
Homework support
Recreation
Meals

The programs are funded through SFUSD’s Expanded Learning Opportunities Program (state funding) which outlines guidance for intersession days. Priority access will be provided for TK-6th grade students meeting one or more of these criteria:
- Family qualifies for free/reduced price meal benefits,
- Foster youth, homeless youth, and/or
- English language learners
- Each Community Based Organization has an extremely limited number of spaces due to staff and facility capacity and as a result will share additional priority areas including students currently enrolled in the agency’s after school programs.

- Please note: programs have varying start dates and some are not starting on Monday
For sites listed as “TBD”: These ExCEL Lead Agency programs operate exclusively at SFUSD school facilities, and if the building is closed they currently do not have access to an off-site location. Many are working to secure off-site locations. This list will be updated as off-site locations become available.

Student Support (Temporary Childcare for Children Under 5)
Temporary child care is available for families with children under 5 who are affected by the SFUSD teacher strike.
During the strike leading to San Francisco Unified School District (SFUSD) school closures on Monday, February 9, DEC will offer temporary child care for families with children under 5 enrolled in SFUSD TK or preschool during the strike. If the strike lasts more than one day, care remains available. We’re here to support continuity of care and essential resources for your family.
We are working with licensed early care and education programs citywide to provide this temporary care. Our resource and referral partners are ready to connect your family to available options.

Student Support (DCYF-Funded, SFUSD Vetted Student Resource Sites)
During a strike in which SFUSD schools are closed, many Community Based Organizations that operate after-school youth programs will offer daytime activities for SFUSD students.
Please note: Each Community Based Organization has an extremely limited number of spaces due to staff and facility capacity. Please contact the Community Based Organization directly, in order to determine if there is capacity to support your student.
Here is a current list of sites offering activities for SFUSD students. Space is limited.
Student Support (SF Public Library and Rec & Park Programming)
On Monday, Feb. 9:
- Public Libraries will be open during their regular hours, which you can find at the website here. Children under the age of 8 must be accompanied by a responsible adult.
- Recreation & Park afterschool programs have been extended to full-day programs for children who are currently enrolled in their programs. Families should have already received information on this extension from Rec & Park directly.
Student Support (Educational Enrichment Opportunties)
Asian Art Museum Free Admission During School Closures
In response to SFUSD school closures the Asian Art Museum is expanding free admission on Mondays, Thursdays and Fridays (museum closed on Tuesdays and Wednesdays) to support families during this unexpected disruption.
For the duration of the closures, the museum will offer:
- Free general admission for all visitors 18 years and younger on Mondays, Thursdays and Fridays (museum closed on Tuesdays and Wednesdays); must be accompanied by an adult
- Free general admission for accompanying adult guardians
- No reservations required – simply check in at the admissions desk during the museum’s public hours

Why is my student being asked to sign an Independent Study Contract?
SFUSD is using the Independent Study Contract as a means to track attendance while schools are closed for the strike. This allows SFUSD to collect Average Daily Attendance (ADA), which helps to support SFUSD functions. These funds will not be used to pay contractors or other non-SFUSD staff to replace district employees who are choosing to strike.

Is independent study an option or a must do? If optional, what are options for students who choose not to participate?
A student's participation in independent study shall be voluntary. Students participating in independent study shall have the right, at any time, to enter or return to the regular classroom mode of instruction. (Education Code 51747; 5 CCR 11700)

How will grades be calculated for independent study?
Per Board Policy 6158:
- At the elementary level, 20 hours of work completed will yield 5 days of classroom attendance.
- In secondary schools that provide 6 one-hour class periods each day, 30 hours of acceptable school work is required for one (1) week of average daily attendance (ADA) and cumulative academic credit for regular school programs.
- In secondary schools that provide 7 one-hour class periods each day, 35 hours of acceptable school work is required for one (1) week of ADA and cumulative academic credit for regular school programs.
- At Independence High School, 35 hours of acceptable schoolwork is required for one (1) week of ADA and cumulative academic credit.

Will students be marked as absent if they don't participate in independent study?
No. If schools are closed, students will not be marked absent, even if they do not participate in independent study.

No, independent study does not impact if or how days are added to the school year if there is a strike.
