SSC Meetings in 2025-2026!

Each SFUSD school must have an elected School Site Council (SSC) to represent parents, students, community members, and school staff in the school governance process. The SSC has a number of important responsibilities, including:

  • Reviewing and analyzing student achievement data,
  • gathering community input,
  • helping develop the Balanced Scorecard/Single Plan for Student Achievement (BSC/SPSA) and the school site budget,
  • and monitoring the implementation of the plan and budget.

1. Reviewed Bylaws: group clarified some language and sent it to the council for a vote in a google form.

2. Officers and Roles reviewed including Chair, Parliamentarian, and Secretary. Kat DLO nominated herself for chair and Mr. Sylvester was nominated for parliamentarian. The role of secretary would be shared with AP Nepomuceno and Mr. Sylvester until further notice. A ballot for chair and parliamentarian were sent out to the council for a vote.

3. Stakeholder feedback for the year: create Surveys about flex time use and attempt to integrate community school CBO connections and CCSF dual enrollment/ career opportunities.

Introduction to SSC, Elections, other important information, SPSA (School Plan for Student Achievement)

SPSA (Cat) - It’s got specific goals in it that we’re trying to work on and plan on how to meet those goals. Attaching our finances and our budget to the different goals and how we’re trying to serve them. 

Charles - As the site council we’re the community-based group that provides oversight on the SPSA. Our job is to review and approve the SPSA and see if the spending and the way the structures are aligned in the school are actually supporting the SPSA and the goals embedded. District goals imposed around literacy, math readiness. Related to the accreditation process that the school has to go through every six years.

SSC Elections:
Charles - Going forward, we need more parents. We have two parents here -- we need one more to be fully constituted. We could get an exception to have one less and they always give us a hard time around parity. It would be lovely to have three parents. Three students at least. We have two. Those groups have to be elected by those same stakeholders. Teachers have to be elected. Students have to be elected by students, parents have to be elected by parents -- hope to handle elections at PTSA meeting next time. Would it be too big of an ask if it would be okay to come up with a small biography less than 100 words on who you are, why you’re interested in it, and we’ll make a ballot with a straight “Yes” or “No.” When you write those descriptions - it’s usually a 100% yes. More of a process. We part of the Brown Act. Must have agenda, make it accessible to public with information. Part of it is transparency. 

Next PTSA Meeting: October 21, 2025.


Student vote we can do through Homeroom or via a ballot on the slides. 

This is about process. We’ll hold our next meeting, next month and then next month we can approve the Bylaws that will cover the SSC for the next two years. I can email people to know where to send the descriptions and I will take on the responsibility of the form.

Coordinator of safety. Manages these plans and coordination with community safety people (Fire Police agencies coordinate safety response).

  • Next steps:
    SSC will move to approve by Friday. They will review and ask questions for clarification to give approval to CSSP.
  • Elections - Everyone sends a 100-word biography about them and sends it to Charles for election.
  • Next meeting in November, go over Bylaws.
    • Review any potential budget changes for the Fall?
    • Everything approved in Spring stands. No need for review of budget.
    • SPSA - nothing until the Spring!

BALBOA HIGH SCHOOL SITE COUNCIL BYLAWS 2025-2027

ARTICLE I:  NAME OF COMMITTEE

The name of this Committee is the Balboa High School Site Council. Throughout these bylaws it is referred to as the “SSC.”

ARTICLE II:  OBJECTIVES

The Balboa High School SSC will follow State guidelines and be consistent with policies of the San Francisco Unified School District. The SSC is expected to:

1.) 

Advise the school regarding the planning, budgeting, implementation and evaluation of the School Site Plan. (See EC [Ed Code = state education laws] 52853.)

2.)

Study and refine the School Site Plan (SPSA) The purpose of the School Plan for Student Achievement (SPSA) is to provide a comprehensive document, including details of site planned actions and expenditures as they relate to the Vision, Values, Goals & Guardrails of San Francisco Unified School District. The plan supports student outcomes and overall

performance in connection with the district's Local Control and Accountability Plan (LCAP) and is in alignment with the district goals supporting the expectations that all goals shall have objectives that are measurable,

actionable, and develop monitoring metrics to assess progress that guides program evaluation and resource allocation.

3.)

Support the Goals of the District:

Goals

The community’s mid-term (5-year) expectations for what SFUSD students will know and be able to do.

Third-grade literacy: The percentage of ALL third-grade students reading at grade level as measured by state tests (SBAC ELA) will increase from 52% proficiency rate in October 2022 to 70% proficiency by October 2027.

8th-grade math: The percentage of ALL eighth-grade students performing math at grade level as measured by the state tests (SBAC Math) will increase from 42% proficiency rate in October 2022 to 65% proficiency by October 2027.

College/career readiness: The percentage of all high school 12th graders who are “college/career ready“ as defined by the California Department of Education will increase from 57.5% in June 2020 to 70% by June 2027.

Guardrails

The community’s specific non-negotiables that must be honored while implementing the goals.

Effective Decision-Making:  The superintendent will make major decisions by utilizing a process that includes meaningful consultation with the parents/guardians, students, and staff who will be impacted by those decisions–at the inception, adoption, and review.

Serving The Whole Child:  The superintendent will take approaches that support the cognitive and academic development, social and emotional development, identity development, physical and mental well-being, or ethical and moral development of students.

Curriculum and Instruction: The superintendent will prioritize curriculum and instruction that is rooted in excellence, challenging and engaging, student-centered, culturally responsive, or differentiated to meet the academic needs of all students.

Resource Allocation:  The superintendent will align resource allocation with transparent communication about how the allocations are baseline sufficient to operate all schools while addressing inequitable inputs and creating more equity and excellence in student outcomes.

Strategic Partnerships:  The superintendent will support collaboration with the City of San Francisco, state and federal agencies, community-based organizations, philanthropic organizations, and the business community to advance the district’s goals and values.

4.)

Emphasize the role of the parent as the first teacher of the child and provide opportunities for all parents to develop the intellectual, social, and physical abilities of their children to become lifelong learners. The school will attempt to leverage its community schools status and grant funding to explore supports that nurture the whole student and support the family.

5.) 

Take other actions as required by the California Education Code.

ARTICLE III: MEMBERSHIP AND ELECTION

Section 1.

Composition and Size. To meet SFUSD and State guidelines for secondary schools, the SSC will consist of a minimum of twelve members and include a broad representation of parents/community members, students, and staff. The SSC will include a range of socioeconomic and ethnic groups representative of the school student body. (See EC 52853.)

A)

  1. Half of the SSC will consist of the principal, classroom teachers, and other school personnel. (Teachers will be the majority of this half of the SSC).
  2. Every staff and faculty member will be elected by their respective peer groups.

B)

  1. The other half of the SSC will consist of parents and community members.
  2. No employees of the school site may serve as a parent or community representative of their SSC where they work (although they can serve for the “staff” half of the SSC).
  3. All parents and community representatives will be elected by parents of the school. 

C)

The SSC will have at least these minimum number of members:

  • 1 Principal
  • 0 Other Administrator
  • 3-4 Classroom Teachers
  • 1-2 Other School Staff
  • 3 Parents/ Community Members
  • 3 Students

Section 2.

Election of Members and Term of Office. The election procedures must be consistent with the District policy. Elections for SSC members and alternates will occur by the Fall Semester every year or every other year. Elected members and alternates will serve for two years until their successors have been elected and qualified; there will be one parent alternate for 2025-2027. Next election cycle will be Fall 2027. 

Section 3.

Termination of Membership. Membership can automatically be terminated for any member who is absent from (three) consecutive meetings. The SSC may also suspend or expel a member for cause by affirmative vote of two-thirds of all the members of the SSC. 

Section 4.

Alternates. An elected alternate may be seated in place of an absent SSC member. Any seated alternate will have voting power for the meeting at which he/she is officially seated by the SSC.

Section 5.

Vacancy. Any vacancy on the SSC will be filled for the remainder of the unexpired term through the appointment of a duly elected alternate.  It is recommended that the alternate who received the most votes in the regular election shall be appointed. If the composition of the SSC falls below minimum membership and no alternatives are available, vacancies for the unexpired term must be filled by a new regular election.

ARTICLE IV: OFFICERS

Section 1.

The officers of the SSC will be: Chairperson, Secretary, and Parliamentarian.

Section 2.

Election and Term of Office. The officers of the SSC shall be elected bi-annually by majority vote of the SSC members and shall serve for the term of their election.

Section 3.

Duties. The duties of the officers:

 

Chairperson 

  1. Preside at all meetings and sign documents as directed by the SSC.
  2. Prepare an agenda for each meeting and publicly post the agenda at the school site 72 hours in advance of each SSC meeting.
 

 
 

Receive and handle all mail addressed to the SSC.

Keep a current roster of SSC members.

Secretary

1. Take notes that can be published summarizing the content of the meeting minutes in a folder in a Google Drive as a public record. We may use AI tools to summarize the meeting notes.

2. Keep the minutes of all meetings including attendance and summary reports 48-72 hours after the meeting. As part of the process check, we will approve the notes for distribution. 

3. The secretary will be conducted on a rotating basis among SSC members until one member volunteers for the role. Or an administrator volunteers for the role besides the principal and will not have voting rights.

 

   

Parliamentarian to resolve questions of procedure using bylaws and Ed Code. 

ARTICLE V: COMMITTEES

The SSC will form any committees required to carry on the work of the Council. This would include connecting with ELAC and other relevant committees.

Section 1.

Quorum. The quorum for any committee meeting will be a majority (i.e. 50% or greater) of its members.

Section 2.

Selection of committee members. The committee chairperson and members of committees will be appointed by the SSC Chair, subject to a ratification vote by the Council.

Section 3.

Reporting responsibilities. Committee chairs will present work plans and recommendations to the SSC for approval. This is related to the Spring SSC retreat.

ARTICLE VI: DUTIES OF SSC MEMBERS

SSC members will:

  1. Attend all council meetings on time, or inform the group of the expected absence.
  2. Accept a position as a committee officer or member when appointed or elected.
  3. Actively participate in workshops and training sessions to increase knowledge of the School Site Council's purpose and functions.
  4. Regularly report SSC proceedings and actions to their own peer groups, and bring back peer group recommendations to the SSC.
  5. Review and approve budgets and school plans (SPSA).

ARTICLE VII:  MEETINGS

Section 1.

Regular Meetings. Regular meetings of the SSC will be held on a weekday five or six times a year for one hour at Balboa High or virtually on Zoom.  Meetings will be monthly until the budget process is complete for the year.  There is a retreat one Saturday each Spring for budget planning.

Section 2.

Notice of Meetings. Members must be notified of regular meetings at least 72 hours in advance via email. A meeting notice and agenda must also be posted in a regular public location at the school site at least 72 hours prior to each meeting. 

Section 3.

Emergency Meetings. Emergency meetings may be called by the Chairperson, the principal or by a majority vote of the SSC. A meeting notice and agenda must be posted in a public location at the school site at least 24 hours prior to an emergency meeting.

Section 4.

Meetings Open to the Whole School Community. All regular and emergency meetings of the SSC or special committees will be open at all times to members of the school community. Notification will be posted in a timely manner according to Article VII, Section 2 on the School website. A link to the Zoom will be posted on the relevant section of the school website.

Section 5.

Order of Meetings. Meetings of the SSC shall be conducted with the intention of reaching consensus and be expedient as possible to respect the time of the members. In the event the SSC reaches an impasse that prohibits business from being conducted, the following action will be taken: The SSC will take a vote with a (percent) majority required for the decision.  No member may filibuster a meeting by speaking and must yield to the chair after a maximum three-minute limit.

Section 6.

Comments by the parents, community members, administrators, staff, faculty or parents not on the SSC. The SSC will take questions or comments with a two-minute limit via a sign-in list maintained by the chair right before the meeting. The ELAC and SAC shall have time for further comments of 5 minutes each during the meeting.  Those groups should bring up specific funding concerns for the following budget cycle.

Section 7

Quorum. All meetings of the SSC must have a quorum present. A quorum shall consist of 50% or greater of the SSC membership. 

ARTICLE VIII: AMENDMENTS

These bylaws may be amended by the SSC. The proposed amendments must have been presented and discussed at one regular meeting and noted on the agenda for review. The by laws requires a 2/3 vote of SSC.
