Rights of Licensing Agency

The Department of Social Services licensing department under the authority to inspect specified in the Health and Safety Code Sections 196.852, 1596.853, and 1596.8535 has the authority to interview children attending the Childcare Center or staff without prior consent (Title, 22, Division 12, Chapter 1, 101200 (b) (c). This authority includes the right to inspect, audit, and copy child or child care center records upon demand during normal business hours.

Personal Rights, Parents’ Rights & Our Open Door Policy

Every child is entitled to the rights outlined in the Notification of Personal Rights, as specified by the State of California's Department of Social Services Community Care Division. Under state law, parents or guardians of enrolled students have the right to be involved in the educational process and to access the system on behalf of their children. They also have the right to visit and inspect the school without prior notice when children are present, a right supported by our open-door policy. We firmly believe that collaborating with parents and families is crucial to maximizing the early education of our students.

We encourage our students’ families to visit their child’s preschool or OST classroom at any time during operating hours. Parents/guardians may wish to observe their child’s day, speak with the teacher, meet with the principal, or connect with other parents/guardians. We recommend discussing with your child’s teacher the best time to visit and learn more about available in-class volunteer opportunities.

California Education Code Sections 

51100-51102 include additional parents' rights regarding classroom observations, teaching conferencing, volunteering, student attendance, student testing, school selection, safe school environment, curriculum materials, student academic progress, student records, standards, school rules, psychological testing, councils and committees, and policy development. The Family-School Partnership Ad is a law that allows parents, grandparents, and guardians to take time off from work from some employers to participate in their children's school or childcare activities.  Please see www. sfusd.edu and www.cde.ca.gov/ls/pf/pf for more information on parents' rights. 

Parent-Staff Employment Arrangements 

SFUSD EED teachers are not permitted to offer their professional services outside of the scope of our license. The EED respectfully requests that parents do not employ the teaching staff after hours. This puts the school at risk and places the staff in a compromising position.
