ELPAC Overview
State and federal laws require that public schools administer a state test of English language proficiency (ELP) to eligible students in Kindergarten through grade twelve. California schools transitioned from the CELDT to the ELPAC in 2018, and aligned it with the 2012 California English Language Development Standards. ELPAC is comprised of two tests: 1. The Initial ELPAC is given one time to determine if a student is an English learner (EL). 2. The Summative ELPAC is given yearly in spring to monitor progress until a student is redesignated as fluent English Proficient (RFEP).
