3.9.20 Notification: Children and Youth Behavioral Health Initiative (CYBHI) Fee Schedule Program

San Francisco Unified School District (SFUSD), in cooperation with the California Departments of Health Care Services, participates in the CYBHI Fee Schedule program. This program allows the District to be reimbursed by Medi-Cal managed care plans, Medi-Cal Fee-for-Service, commercial private health care service plans, and disability insurers for select mental and behavioral health services rendered at schools and school-linked sites. Such services may include: psychoeducation, screening and assessment, counseling, and case management. Reimbursement rates for select services are set by the CYBHI Fee Schedule program.

In accordance with Local Education Agency rules and guidelines, we are notifying you that eligible student records may be forwarded to the District’s third-party billing vendor, Paradigm Healthcare Services, and will be forwarded in a confidential manner. Paradigm Healthcare Services holds a contract and data-use agreement with the District, which have specific confidentiality clauses to ensure information is not disclosed inappropriately, and which require collection of parent consent when mandated by law. The contract also requires that any health or medical information that is disclosed is fully compliant with the Federal Health Insurance Portability & Accountability Act (HIPAA).

School behavioral health services currently provided to all students will not be changed by this program. Students will not be denied services they require to attend school.
